24 organizations to develop Scottish offshore wind

United Kingdom – 24 organizations have agreed the development and delivery of the SOWEC Collaborative Framework, representing nearly 25GW of ScotWind projects with an estimated value of £1.5 billion per GW.

During her speech at the conference in Glasgow, First Minister Nicola Sturgeon MSP announced the new signatories to the SOWEC Collaborative Framework Charter. These and other signatories are also responsible for another 6.7GW of Scottish projects that are either being built or are in the planning stages.

The Scottish Offshore Wind Energy Council (SOWEC), a partnership between Scottish Government and agencies and the offshore wind industry, is leading the charge on this Collaborative Framework. Industry participants have agreed to support SOWEC’s efforts by signing an associated charter.

Investment in Scottish ports is required to take advantage of the ScotWind opportunity. Professor Sir Jim McDonald, who led the Strategic Investment Assessment for 2021, outlined a series of recommendations for how government and industry should collaborate to secure this investment. SOWEC has accepted these recommendations, which include a suggestion that developers collaborate through a Collaborative Framework to engage Scottish ports, with an initial focus on fabrication and manufacture for floating platforms and foundations.

Collaboration with developers

In the autumn of 2021, SOWEC started work on the Collaborative Framework, with developer members agreeing on a set of principles to guide action. ScotWind lease winners and existing developers reviewed and agreed on these principles. Alongside this work, the Scottish Government, enterprise agencies, and SOWEC have been working with Scottish ports to see how they can best collaborate with developers.

The 24 developers who have signed the Charter will now collaborate to review the pipeline of Scottish offshore wind projects and find ways to improve how they work with Scottish ports to share capacity and space while also helping to underpin new investment.

SOWEC signaturies include BayWa r.e, BlueFloat Energy, BP, BW Ideol, Copenhagen Infrastructure Partners, Corio Generation, EdF Renewables, Fred. Olsen Seawind, Falck, Elicio, EnBW, Magnora Offshore Wind, Marubeni, Northland Power Inc., Ocean Winds, Orsted, Red Rock Power, RIDG, ScottishPower Renewables, Shell, SSE Renewables, Thistle Wind Partners, TotalEnergies and Vattenfall.
